The Jeffersonian is called in to investigate the discover of the remains of an art student found in the woods during a manhunt of an escaped prisoner. Before her murder the young woman suffering from Lupus worked for a medical marijuana dispensary in D.C. which opens up new suspects in the form of a college kid (P.J. Boudousqué) who was thrown out of the shop while trying to score some drugs, the clinic's security guard (Roshawn Franklin) who Sweets (John Francis Daley) believes had unreciprocated feelings for the victim based on a series of drawings she did before her death, and the dispensary's owner (Larry Sullivan) whose livelihood was put in jeopardy when the young woman started selling her own strain of pot to customers at the show under the table.
The case also marks the return of Wendell Brey (Michael Grant Terry) for the first time since beginning his chemotherapy treatments. Using both the main story, and the discussion of Wendell's own personal use, "The High and Low" at times comes close to a paid advertisement for the use of medical marijuana with only Booth (David Boreanaz) and Cam (Tamara Taylor) offering dissenting opinions. Given that the Jeffersonian is a Federal Institution, when Cam learns of the situation she has no choice but to fire Wendell after learning of his drug use.
Eventually the team catches their killer and even Booth comes around on the use of medical marijuana. And with Bones' help he finds a way for Wendell to continue working for the Jeffersonian as a consultant without causing any potential problems. Along with the other members of the Jeffersonian welcoming Wendell back, and then being forced to deal with his untimely dismissal, the episode also includes another subplot involving Booth preparing for annual FBI re-qualifying tests which he seems far more concerned about than he initially lets on.
