Arrow - Public Enemy

Oliver Queen's (Stephen Amell) world crumbles as the murder of Starling City's mayor and wounding of Ray Palmer (Brandon Routh) by arrows leads Captain Lance (Paul Blackthorne) to declare Green Arrow the city's most wanted fugitive and rally the entire police force for the vigilante's capture, dead or alive. Realizing Maseo (Karl Yune) is leading Ra's al Ghul's (Matt Nable) army of Arrow killers, Oliver enlists the help of Nyssa (Katrina Law) to track down his old friend believing he can put a stop to the killing. He's wrong, and when Oliver refuses to accept Ra's offer again the Demon's Head lets Lance in on the truth of just who he's hunting making Oliver Queen, not just the Arrow, the focus of a citywide manhunt.

There's an awful lot going in an episode that sees Green Arrow publicly unmasked, choose to turn himself in to protect his friends, and face Captain Lance's wrath concerning Sara. Ray's critical condition leads Felicity (Emily Bett Rickards) to test her boss' new nano-tech leading one-step closure to the Atom becoming more like his comic counterpart. And the episode's flashbacks explains the sudden return of Celina Jade not as Shado but her twin sister Mei who is distrustful of Oliver's secrets but eventually thanks him for the closure he's able to offer concerning the fate of her family. Given the character's introduction I wonder how long before we'll see more of her, either in Hong Kong flashbacks or the present.

Choosing prison rather than leading Ra's army Oliver accepts his fate, but fate takes a funny turn when Roy (Colton Haynes) decides on an alternative plan to save his city and his mentor. Both Roy and Oliver's bold choices frustrate Ra's plans for Oliver but given the amount of damage the League has done to the reputation of both the archer and Mr. Queen (and that tease of Oliver wearing League gear in The Flash later this season) it seems to be just a matter of time before Ollie will be forced to accept Ra's offer.
