NCIS runs into dead ends while investigation the death of a sailor, and older brother to a star high school football player (Kainalu Moya) whose family is under the thumb of a local group of gangsters expecting to skim money from the kid's promising football career. With a community to scared to talk, Kai (Alex Tarrant) turns to an old friend (Jonah Ho'Okano) for help.
Despite all their attempts to get someone to step forward, the gangsters push the action with a kidnapping leading to a shoot-out at their construction business in an extended action sequence, although Ernie (Jason Antoon) makes a late discovery leading back to Kai's old friend and laying the foundation for a possible nemesis going forward. The episode's B-story stays with Lucy (Yasmine Al-Bustami) and Whistler (Tori Anderson) with another one of those cute fights/misunderstandings that isn't really either as both want to move in together after Lucy loses her apartment but neither is good about properly expressing their feelings.
