Murder in a Small Town - This, That, and the Other Thing

As the peace between Cassandra (Kristin Kreuk) the Mayor (Marcia Gay Harden) crashes given her attempts to sneak changes into the budget proposal just prior to the vote (gutting the common ground the pair had worked on), all hands are on deck as Karl (Rossif Sutherland) leads an investigation into the kidnapping of a young boy and his babysitter that isn't what it initially appears to be.

Almost all the key characters are dragged through the wringer in one way or another by the end of the episode that leaves Karl without the needed extra funding, Casandra victorious in standing up to the Mayor (but once again at odds with her boyfriend), Phyllis (Fiona Vroom) shaken from being present during the robbery the kidnappings were orchestrated to hide, Laila (Bethany Brown) traumatized from having to shoot a suspect, and an over-tired Sid (Aaron Douglas) falling asleep at the wheel while driving to pick up his troubled teenage daughter from a party she shouldn't have attended.

In an episode that provides a tense case of the week, "This, That, and the Other Thing" also builds on multiple other fronts as Phyllis' disastrous blind date isn't likely to help with her stress, the funding freeze isn't going to solve the overtaxed police department (or do any good for Karl and Cassandra's relationship), and the separate troubles that both Laila and Sid get into at the end of the episode are likely to be major plot points moving forward.
